In his opening address, Dr Türk said that Slovenia gained its independence about twenty years ago in the name of two great values. Dr Türk mentioned as the first respect for the human rights of all people without any discrimination. The second value, according to President Türk, is independence as the basis for integration on an equal footing within a free Europe and free world.

He emphasised that, within this framework, the role of honorary consuls is highly and increasingly important, since diplomatic and consular offices are today interwoven to such an extent that they cannot actually be distinguished. As one of the most important and valuable functions of honorary consuls, President Türk highlighted consultation and expressed his personal wish to hear some advice on the basis of the experience of French honorary consuls.
