THE DECORATIONS OF THE REPUBLIC OF SLOVENIA ACT

I GENERAL PROVISIONS
Article 1
The decorations of the Republic of Slovenia (hereinafter: decorations) are the highest distinctions awarded by the State for exceptional services and acts of particular importance for the prosperity of Slovenia.
Article 2
The decorations may be conferred on nationals of the Republic of Slovenia.
The decorations may also be conferred on foreign nationals.
The decorations may also be conferred posthumously.
The decorations may, exceptionally, also be conferred on groups of nationals, legal persons and other organisations or foreign and international organisations.
Article 3
The President of the Republic shall be entitled, as from his or her election, to the Order for Exceptional Services.
Article 4
A citizen of the Republic of Slovenia may receive a foreign state decoration only with the consent of the President of the Republic after a prior opinion has been given by the Government of the Republic of Slovenia.
DECORATIONS
Article 5
The decorations according to this Act are orders and medals.
The orders are as follows:
The Order for Exceptional Services,
The Golden Order for Services,
The Silver Order for Services, and
The Order for Services.
The medals are as follows:
The Medal for Services,
The Medal for Valour, and
The Medal for Honourable Action.
Article 6
The decorations shall be awarded for services rendered in:
- the civil field,
- the diplomatic and international field and
- the military or security field.
Article 7
1. THE ORDER FOR EXCEPTIONAL SERVICES
shall be conferred for exceptional work and services rendered in advancing the sovereignty, prosperity, renown and progress of Slovenia in the cultural, economic, scientific, social and political fields.
The Order for Exceptional Services shall be conferred on nationals of the Republic of Slovenia and, exceptionally, on groups of nationals, legal persons, other organisations and foreign top statesmen.
2. THE GOLDEN ORDER FOR SERVICES
shall be conferred for exceptional services accomplished for Slovenia in the civil, diplomatic and international and military or security fields.
The Golden Order for Services shall be conferred on nationals of the Republic of Slovenia, foreign nationals and, exceptionally, on domestic, foreign and international organisations.
3. THE SILVER ORDER FOR SERVICES
shall be conferred for exceptional work and services rendered in the security, defence and protection of the Republic of Slovenia and for international cooperation in these fields.
The Silver Order for Services shall be conferred on nationals of the Republic of Slovenia and foreign nationals and, exceptionally, on groups of nationals, legal persons and other organisations.
4. THE ORDER FOR SERVICES
shall be conferred for services accomplished for the Republic of Slovenia in other fields.
The Order for Services shall be conferred on nationals of the Republic of Slovenia, groups of nationals, legal persons and other organisations, as well as on foreign nationals and foreign and international organisations.
5. THE MEDAL FOR SERVICES
shall be conferred for especially remarkable achievements and results in the fields marking an important contribution to the development and international standing of the Republic of Slovenia.
The Medal for Services shall be conferred on nationals of the Republic of Slovenia, foreign nationals, groups of nationals and on domestic and foreign organisations.
6. THE MEDAL FOR VALOUR
shall be conferred for personal valour and self-sacrifice in saving human lives and material goods.
The Medal for Valour shall be conferred on nationals of the Republic of Slovenia.
7. THE MEDAL FOR HONOURABLE ACTION
shall be conferred for exceptional actions worthy of particular distinction.
The Medal for Honourable Action shall only be conferred on individuals, nationals of the Republic of Slovenia, and foreign nationals.
Article 8
The decorations consist of a badge, substitute badge (flag) and an award document.
The award document is a public document.
Article 9
The shape of decorations, the manner of wearing them and other characteristics of each decoration are laid down in Enclosure 1 which forms part hereof.
III POWER
Article 10
The decorations shall be conferred by the President of the Republic by means of a decree.
Article 11
The proposal for the decoration to be awarded may be made by state bodies, local self-government bodies, organisations and nationals of the Republic of Slovenia.
The President of the Republic may confer a decoration at his or her own discretion without a prior proposal.
Article 12
The decoration or its replacement may be worn by the recipient only. The recipient may not tranfer his or her decoration. The wearing of decorations and an appropriate manner of wearing decorations are an honour and a moral obligation of recipients.
Article 13
It is not permitted to make and wear, or trade in, badges and other objects that have the shape or appearance of a decoration in accordance with this Act.
Article 14
A decoration of a posthumously decorated person or a decoration not having been handed to the recipient within the time of his or her life, shall be handed to his or her family in the following order: spouse, offspring or adoptees, parents or adoptive parents, brothers or sisters.
IV. REVOCATION OF A DECORATION
Article 15
The President of the Republic may revoke the decoration if the holder of the decoration has been sentenced, by a final judgement, to imprisonment for a criminal offence against human rights and freedoms, against the security of the Republic of Slovenia and its constitutional system, or against humanity and international law.
The court shall inform the President of the Republic of the final judgement by which the holder of the decoration has been convicted.
Article 16
The holder of the decoration who has been sentenced to imprisonment by a final judgement may not wear the decoration while serving his or her sentence.
V. DATABASES ON PROPOSED RECIPIENTS AND RECORDS OF DECORATED PERSONS
Article 17
The database on proposed recipients and on decorated persons shall be kept by the Office of the President of the Republic.
The database shall comprise the forename and surname of the proposed recipient, surname at the time of birth, personal registration number, data on nationality and the address of the permanent residence or the name and head office of the proposed organisation, reasons, type of the decoration conferred, number and date of the decree on the conferral of the decoration and the date of the conferral.
The personal data from the preceding paragraph may only be used in the decoration-conferring procedures.
VI. PENAL PROVISIONS
Article 18
A fine of not less than SIT 200,000 shall be imposed on any legal person or sole proprietor for unauthorised manufacture or placing on the market of badges or other objects which have the shape or appearance of a decoration according to this Act (Article 13).
A fine of not less than SIT 20,000 shall be imposed on any authorised representative of a legal person for an act under the preceding paragraph.
A fine of not less than SIT 20,000 shall be imposed on any natural person for an act under the preceding paragraph.
Article 19
A fine of not less than SIT 20,000 shall be imposed on any individual wearing a decoration not having been awarded to him or her, or for dishonouring a decoration (Article 12).
Article 20
A fine of not less than SIT 20,000 shall be imposed on any decoration holder who has alienated his or her decoration (Article 12).
VII. TRANSITONAL AND FINAL PROVISIONS
Article 21
– Amendment from
ZOdl-A taken into consideration –
The decoration The Order of Freedom of the Republic of Slovenia established pursuant to the Order of Freedom of the Republic of Slovenia Act (Official Gazette of the Republic of Slovenia No. 24/92) shall continue to be awarded as the highest decoration of the Republic of Slovenia for services rendered in the defence of freedom and assertion of the sovereignty of the Republic of Slovenia or only in connection with the said acts related to the gaining of independence. For the remaining exceptional services and acts of particular importance for the prosperity of Slovenia, the decorations in accordance with this Act shall be awarded.
Article 22
Nationals of the Republic of Slovenia who have been decorated in accordance with former regulations on decorations shall retain the right to wear those decorations.
Provisions 12, 13 and 15 hereof shall be applied
mutatis mutandis also in respect of those decoration holders who were decorated on the basis of a regulation from the preceding paragraph.
Article 23
This Act shall come into force on the fifteenth day after its promulgation in the Official Gazette of the Republic of Slovenia.
The Act amending the Decorations of the Republic of Slovenia Act –
ZOdl-A (Official Gazette of the Republic of Slovenia No. 22/04), contains the following transitional and final provisions and Enclosure 1:
Article 11
All records on decorated persons shall be transferred within one month from the coming into force hereof from the Personnel Service of the Government of the Republic of Slovenia to the Office of the President of the Republic.
Article 12
As from the day of the coming into force hereof, the third, the fourth and the fifth indent of Article 3 of the Order of Freedom of the Republic of Slovenia Act (Official Gazette of the Republic of Slovenia No. 24/92) shall cease to have effect.
As from the day of the coming into force hereof, the Statute of Decorations of the Republic of Slovenia (Official Gazette of the Republic of Slovenia No. 16/95) shall cease to have effect.
Article 13
This Act shall come into force on the fifteenth day after its promulgation in the Official Gazette of the Republic of Slovenia.
ANNEXE 1:
STATUTE OF DECORATIONS OF THE REPUBLIC OF SLOVENIA
I. GENERAL PROVISIONS
1. The Statute of Decorations of the Republic of Slovenia (hereinafter:
decorations) sets out the form of decorations, how decorations are to be worn and other characteristics of decorations.
2. The basic device on decorations is a stylised triangular overlapping leaf pattern that was used as a symbol of the Trinity on Köttlach Culture jewellery from the Early Christian period in the Slovene lands.
3. The constituent parts of a decoration – the symbol of the decoration, the substitute symbol (breast ribbon) and the award document – shall be conferred simultaneously.
4. The award document shall be conferred in a cardboard folder which in the case of Orders shall be dressed in leather of the same colour and quality as the box containing the corresponding Order, and in the case of Medals shall be dressed in dark blue ornamented paper of the same colour and quality as the box for Medals.
The size of the award document, which shall be printed on paper with a grammage of 500, shall be the same for all decorations: 210 mm x 290 mm.
Award documents for Orders shall have two coloured lines each 20 mm wide on the left-hand side, as follows:
– Order for Exceptional Services: gold and red,
– Golden Order for Services: gold and blue,
– Silver Order for Services: silver and blue,
– Order for Services: yellow and blue.
Award documents for Medals shall have two coloured lines each 10 mm wide on the left-hand side, as follows:
- Medal for Services: gold and blue,
– Medal for Valour: silver and blue,
– Medal for Honourable Action: yellow and blue.
The corners of the inner frame of the award document shall be filled with the basic device, which shall be printed in gold in the case of Orders and in silver in the case of Medals.
The award document shall contain the following text:
Pursuant to Decree No [number] of [date],
THE PRESIDENT OF THE REPUBLIC OF SLOVENIA
hereby confers on
[full name of recipient of decoration]
THE [title of decoration]
in [description of the field in which the recipient of the decoration is being decorated]
for [description of services in that field].
In the bottom left-hand corner of the award document appear the date and place of the conferral of the decoration, the seal of the Republic of Slovenia is impressed in the centre, and to the extreme right of the page is the signature of the President of the Republic of Slovenia.
The title of the decoration shall be printed in gold in the case of Orders and in silver in the case of Medals.
II. STATUTES OF ORDERS AND MEDALS
1. Statute of the Order for Exceptional Services
The Order for Exceptional Services is made of 14-carat gold, white enamel, light blue enamel and watered silk.
The base is made of 14-carat gold and has the form of an inverted equilateral triangle with sides measuring 48 mm and a thickness of 2mm. Resting on the base is the basic form, an equilateral hexagon with concave sides made of 14-carat gold. The greatest distance between opposite corners of the hexagon is 46 mm, while the depth of the curve is 3 mm. The thickness of the hexagon at the edges is 1 mm. The intermediate spaces of the curved hexagon, up to the basic device, are filled with light blue enamel.
Positioned on the basic form is the basic device of the decoration. This is made of gold and its edges and contours are accentuated to a width of 1 mm. On the device, the overlying or underlying line of the device is denoted by an incision. The intermediate spaces of the device are filled with white enamel, except the base of the device, which is made of polished 14-carat gold. The basic device of the decoration is 1 mm thick at the extremes, while towards the centre its thickness increases to 3.5 mm in a gentle arc. A red precious stone (a ruby) cut in a rosette shape is set in the base of the device.
The upper and lower sides (the base) of the decoration are identical except that the stone is only set in the front.
The device overlays and is joined to the base in such a way that one of the points of the device overlaps with the bisector of one of the curved sides of the hexagon and at the same time with the bisector of one of the sides of the triangle.
Fixed to one of the points of the device is a 2.5-mm loop for fixing the suspending ring to which the ribbon of the decoration is attached. Seen in cross-section, the loop is a square with sides measuring 1 mm. It is fixed to the decoration in such a way that the outer sides of the loop (upper and lower) are on a level with the edges of the upper and lower planes of the basic device. The empty space is thus 1.5 mm high and 2 mm deep.
The suspending ring is a constituent element of the Order and has the form and position of an inverted equilateral triangle. Seen in cross-section, it is a square with sides measuring 1 mm. The dimensions of the equilateral triangle are 6 mm. The ring is made of 14-carat gold.
The registration number of the decoration, which is printed by the maker of the decoration, is printed on the edge of the base of the decoration (the equilateral triangle) opposite the loop.
All visible gold is polished. The hallmarking of the gold appears on the edge of the base of the decoration.
The Order for Exceptional Services hangs on a 46-mm-wide suspending ribbon made of golden yellow watered silk with a vertical 4-mm-wide red stripe in the centre. The suspending ribbon is folded and sewn into a triangular shape 54 mm long.
The breast ribbon is a golden yellow ribbon with a vertical 4-mm-wide red stripe in the centre attached to a safety pin. The breast ribbon is rectangular in shape and measures 40 mm x 8 mm.
The Order for Exceptional Services or breast ribbon is worn on the left side of the breast. The two are never worn at the same time.
The Order is kept in a box covered in red leather which opens upwards along the shorter side, where the lid is fastened to the base of the box. Inside the box, the decoration rests in a moulded cavity lined with red silk. The ribbon connecting the lid to the base of the box is made of the same silk.
The maker’s symbol may appear on the inside of the lid.
Printed in gold on the lid of the box are the words ORDER FOR EXCEPTIONAL SERVICES (in the upper third of the lid with regard to how the box opens) and REPUBLIC OF SLOVENIA (towards the bottom of the lid).
The official designation for the Order for Exceptional Services – RIZ [Red za izredne zasluge] – may be used.
2. Statute of the Golden Order for Services
The Golden Order for Services is made of 14-carat gold, white enamel, light blue enamel and watered silk.
The base is made of 14-carat gold and has the form of an inverted equilateral triangle with sides measuring 48 mm and a thickness of 2mm. Resting on the base is the basic form, an equilateral hexagon with concave sides made of 14-carat gold. The greatest distance between opposite corners of the hexagon is 46 mm, while the depth of the curve is 3 mm. The thickness of the hexagon at the edges is 1 mm. The description thus far applies to the case of the Golden Order for Services being awarded for services in the civilian field.
When the Golden Order for Services is awarded for services in the international or diplomatic fields, a circle of white enamel with a diameter of 8 mm is placed in the centre of the basic device.
In this case the breast ribbon is the same as above, except that it has a 4-mm-wide silver stripe at each edge.
When the Golden Order for Services is awarded for services in the military or security field, a circle of light blue enamel with a diameter of 8 mm is placed in the centre of the basic device.
In this case the breast ribbon is the same as above, except that it has a 4-mm-wide light blue stripe (the same colour as the enamel) at each edge.
The official designation for the Golden Order for Services – ZRZ [Zlati red za zasluge] – may be used.
3. Statute of the Silver Order for Services
The Silver Order for Services is made of sterling silver, white enamel, light blue enamel and watered silk.
The base of the Silver Order for Services is made of sterling silver and has the form of an inverted equilateral triangle with sides measuring 48 mm and a thickness of 2mm. Resting on the base is the basic form, an equilateral hexagon with concave sides made of sterling silver. The greatest distance between opposite corners of the hexagon is 46 mm, while the depth of the curve is 3 mm. The thickness of the hexagon at the edges is 1 mm. The intermediate spaces of the curved hexagon, up to the basic device, are filled with light blue enamel.
Positioned on the basic form is the basic device of the decoration. This is made of silver and its edges and contours are accentuated to a width of 1 mm. The Silver Order for Services or breast ribbon is worn on the left side of the breast. The two are never worn at the same time.
The Order is kept in a box covered in white leather which opens upwards along the shorter side, where the lid is fastened to the base of the box. Inside the box, the decoration rests in a moulded cavity lined with white silk. The ribbon connecting the lid to the base of the box is made of the same silk.

The description thus far applies to the case of the Silver Order for Services being awarded for services in the civilian field.
When the Silver Order for Services is awarded for services in the international or diplomatic fields, a circle of yellow enamel with a diameter of 8 mm is placed in the centre of the basic device.
In this case the breast ribbon is the same as above, except that it has a 4-mm-wide golden yellow stripe at each side.
When the Silver Order for Services is awarded for services in the military or security field, a circle of light blue enamel with a diameter of 8 mm is placed in the centre of the basic device.
In this case the breast ribbon is light blue (the same colour as the enamel).
The official designation for the Silver Order for Services – SRZ [Srebrni red za zasluge] – may be used.
4. Statute of the Order for Services
The Order for Services is made of sterling silver, white enamel, light blue enamel, yellow enamel and watered silk.
The base of the Order for Services is made of sterling silver and has the form of an equilateral hexagon with concave sides. The Order for Services or breast ribbon is worn on the left side of the breast. The two are never worn at the same time. The breast ribbon is worn in such a way that the different coloured stripe is on the left from the wearer’s point of view, when the breast ribbon only has one different coloured stripe.
The Order is kept in a box covered in light blue leather which opens upwards along the shorter side, where the lid is fastened to the base of the box. Inside the box, the decoration rests in a moulded cavity lined with light blue silk. The ribbon connecting the lid to the base of the box is made of the same silk.
The maker’s symbol may appear on the inside of the lid.
Printed in gold on the lid of the box are the words ORDER FOR SERVICES (in the upper third of the lid with regard to how the box opens) and REPUBLIC OF SLOVENIA (towards the bottom of the lid).
The description thus far applies to the case of the Order for Services being awarded for services in the civilian field.

In this case the breast ribbon has a 4-mm-wide vertical silver stripe in the centre.
The official designation for the Order for Services – RZ [Red za zasluge] – may be used.
5. Statute of the Medal for Services
The Medal for Services is made of sterling silver, white enamel, light blue enamel, 14-carat gold and watered silk.
The base of the Medal for Services is made of sterling silver and has the form of an equilateral hexagon. The greatest distance between opposite corners of the hexagon is 46 mm. The basic device of the decoration is 2 mm thick at the extremes, while towards the centre its thickness increases to 5 mm in a gentle arc.
The device overlays and is joined to the base in such a way that three of the corners of the hexagon are covered by the points of the device.
Fixed to one of the points where a corner of the hexagon and a point of the device coincide (there are three in total) is a 2.5-mm loop for fixing the suspending ring to which the ribbon of the decoration is attached. Seen in cross-section, the loop is a square with sides measuring 1 mm. On the reverse of the medal is the following inscription inside a circle: (above) REPUBLIC OF SLOVENIA and (below) MEDAL FOR SERVICES. The two parts of the inscription are separated by the basic device. The inscription and device are embossed. In the intermediate space is the registration number of the medal (impressed by the maker of the medal). Below it, the name of the recipient of the decoration is engraved, and below this the date of conferral of the decoration.
All visible silver is polished. The hallmarking of the silver appears on the reverse of the medal, and the hallmarking of the gold in the bottom corner of the base of the basic device.
The Medal for Services hangs on a 40-mm-wide suspending ribbon made of light blue watered silk (the same colour as the enamel) with three 4-mm-wide horizontal golden yellow stripes 4 mm apart. The suspending ribbon is folded and sewn into a triangular shape 54 mm long in such a way that the upper edge of the top (first) horizontal stripe is 10 mm from the top edge.
The breast ribbon is a light blue ribbon with three vertical 4-mm-wide golden yellow stripes in the centre, 4 mm apart, attached to a safety pin. The breast ribbon is rectangular in shape and measures 40 mm x 8 mm.
The Medal for Services or breast ribbon is worn on the left side of the breast. The two are never worn at the same time.
The Medal is kept in a box covered in dark blue ornamented paper which opens upwards along the shorter side, where the lid is fastened to the base of the box. Inside the box, the decoration rests in a moulded cavity lined with light blue silk. The ribbon connecting the lid to the base of the box is made of the same silk.
The maker’s symbol may appear on the inside of the lid.
Printed in silver on the lid of the box are the words MEDAL FOR SERVICES (in the upper third of the lid with regard to how the box opens) and REPUBLIC OF SLOVENIA (towards the bottom of the lid).
